Jefferson City is buzzing with what some might call a pivotal step for education—the Missouri State Treasurer's Office has hooked up with Odyssey. This isn't just some fly-by-night setup; Odyssey is a heavy-hitter in the world of school choice platforms, and with them on board, MOScholars is likely to turn a few heads ahead of the 2026-2027 school year.
The Missouri Empowerment Scholarship Accounts Program, lovingly dubbed MOScholars, has been around since 2021. Funded by state tax-credit contributions and state appropriations, this program aims to help more than 10,000 students by FY 2027. That's no small feat, folks, and aligning with Odyssey might be just what the doctor ordered to ensure a smooth ride.
Odyssey's Proven Record in School Choice Programs
Odyssey's got their spiel down hard. With 13 school choice programs across 10 states under their belt, over 235,000 students served, and roughly $2 billion in educational funds managed, these folks aren’t just blowing smoke. Talk about moving money and data like it's just another day at the office. For instance, in Texas, following the launch of an Education Savings Account (ESA) program, Odyssey processed over 42,000 applications in just 24 hours. Now that's a system firing on all cylinders.
"Odyssey was built to modernize how school choice programs are administered," Joseph Connor, CEO of Odyssey, noted with what felt like a certain confidence.
In Iowa, they're managing a colossal $350 million program. And in Utah, taking over from a botched vendor situation, they managed to migrate 9,700 student records along with 450GB of data, hitting the ground running statewide in 90 days flat.
MOScholars Marks a Milestone for Missouri Families
State Treasurer Vivek Malek's all about it, expressing confidence that Odyssey’s platform will streamline the whole application circus. The idea is to let families zero in on choosing what counts—the right educational path for their kiddos.
Under the program’s banner, Missouri's aiming to fund nearly 200 K-12 accredited schools, as well as over 500 Missouri-based educational service and therapy businesses. It's a hefty lift but one that could transform how education dollars impact local families.
Eligibility Criteria: Who Gets to Participate?
Participation in MOScholars isn’t a free-for-all. Legal Missouri residents with an approved Individual Education Program (IEP) under IDEA or kids from families earning no more than 300% of the Free and Reduced Lunch (FRL) threshold can jump on board. Oh, and students qualifying by income also have to tick one of these boxes: they've either attended public school full-time for at least a semester last year, are ready to enter kindergarten or first grade, or they have a qualifying sibling already on the docket for this year.
Odyssey’s end-to-end solution aims to take care of the complex web of admin tasks, from processing applications and verifying identities to payment handling and marketplace management. It’s the kind of structured, compliance-heavy approach that school choice programs need to really benefit families.
