I interpret it as a manipulated reset (i.e. investment / trading groups, insiders, etc working together to walk it down), not necessarily a market reset of the share price.
Push it down, scare people into selling, snap up their shares. When they see it go back up, sell to them again. Wash, rinse , repeat the process over and over.
