A collective has a product, they pay skto a ton to label it, market it, and distribute it out to collectives/stores, thus they arent selling the product but provides the authority (license for a fee)for the end collective/store to sell the product. in a way its regulating the product for the collectives.. Simple terms..im no licensing expert so i advise you to look it up to get a better idea, and my example has a few holes in it cause I dont know law, i just tried to simplify it...ill try to clarify it later when i have more time
