One reason for a packer is to isolate the casing and only allow the tubing to produce . As in a gas lift well where you force high pressure gas through the packer into the casing then that gas comes up the tubing with fluid that is below the packer . Then isolates the casing . Keeps fluid from coming to the surface in the casing
