winnerwinner, Bull is only trying to help out by telling us what he is told.  Don't shoot the messenger!  Do you read the newsletters and see the proposed dates in print?  Those aren't Bull's dates and to clarify many of my posts from yesterday;   I doubt they are TECO's dates.  TECO is probably being stroked by the accounting firm, delivery services, the GOB, etc, etc but I'll state the solution again;  "STOP POSTING DATES" whether with disclaimers or not! 
winnerwinner,  you should call the company or accounting firm or the pump jack delivery services and chew their arses out for their delays.  Chit rolls down hill and the market/PPS catches all the droppings.
