i think it's like the r/s step. they said by a certain date that r/s would be filed and they were working on it behind the scenes--no PR was released until it actually went into effect. it came out in a decent amount of time. i think (all IMO) we should see the s-1 filed around 40 days after july 31st based on average hours. I'm thinking Sept 9th due to Labor Day that first week. Monday has more SUSPENSE than Fridays.
