I think shorting of stocks should be outlawed. Borrowing something and then selling what you don't own and then buying it back and returning it to the owner. That's real scammy. And look at all the problems it causes. Naked shorting and all that evil stuff. Just let the law of supply and demand adjust the price of a stock. If demand for XYZ shares goes up, the price goes up. If demand for XYZ shares goes down, the price goes down. Like baseball cards or anything else for sale. That's all. For most of history of stock trading there was no shorting of stocks.
