"The Company has officially submitted documentation to the Government of Belize and Princess Petroleum that TBE intends to complete the San Juan #3 project by August 31, 2013, barring no major setbacks. At that time, the Company will make an official announcement on the well’s status and will announce the results of San Juan #3 with the support of the Government of Belize behind it."
Treaty has been restricted from making any announcement of an oil strike or it seems even mentioning the word "oil" in press releases presumably to protect the public from misleading information.
I highly doubt we need permission or the "support of the government of Belize" to announce a dry well since the public cannot be harmed/misled by an unsuccessful drilling project announcement!
I am not making any predictions one way or the other just expressing a thought. However, I am leaning towards a positive announcement!
