FLMAO!  Shareholders pay for Bull's tires? How about TECO cough up the funds to purchase  2-3 sets of tires for Bull!  How about Reid sell his plane and pay for the tires or just park it for a month and use the gas money it takes to fly it in order to buy Bull new tires.  Above and beyond if it were me driving on the interstate and I was hurt due to a blowout and that blowout was caused or related to work being done for my employee (albeit Bull isn't a TECO employee but volunteer);  let's just say the ambulence chasers would be getting a call from me.   Why are there zero  W. Texas TECO employees to assist Bull and David or at least funding for materials and labor i.e. tires?  Implies to me that TECO lacks funding.
