It's US FUELS responsibility to get Division Orders in. But those orders were just finalized a week or so ago due to some disputes. It was settled a week or so ago with Treaty coming to Ft Worth. US FUELS attorney has to sign off and write those orders.

US FUELS hasn't the time to stay on top of this due to his scrambling to resolve all the TRRC issues to beat the deadline.  David is the only one that can handle these issues as home office has no expertise in this field. I met David in Abilene yesterday. He was delivering paperwork to the TRRC and is suppose to be in Austin right now at the TRRC.
