IMO the sellers are those hedging that the PPS will continue to drop on delays and buy back in for a better average.  At least that's what I'm doing with my common shares.  TECO moves like snails and IMO this PPS won't hold without the 10Q filings or a Belize announcement but again; we probably have weeks to wait.  SNAILS!
