I think that's part of it.  Everyone is gearing up for the fall fireworks, and other stocks like erb* are also, I believe.  Layers are being created "in case", although see my last post as to why I think the worry is less likely with 30 states set to be legal.  Forget minority right protection, think MAJORITY.
