...I believe, (not saying absolute fact) that Garry Mchenry has been right in the thick of things.  Consider carefully the timeline of announcements, location(s), time of silence, consideration of cohesion and agreements required of different companies, governments, (etc.) for international operability....patent/property rights, (etc).
There is other information which also leads me down this path, but I'd like to know where your thoughts lead you. TIA.
