A long-term testing of MBS by the cement plant sounds logical, and prudent on their part as they have already spent so much on PAC upgrades, etc.  If this is happening, then I can see them giving a contract for all of their plants as you stated.  MBS will do its thing during the testing process, and prove its mettle over the long haul.  That would be quite a sizable contract from them too.  Let's get off those greys, or become something that can trade as a large contract would certainly be a mover in price.
