Yes, thats certainly a possibility. I see three options, a buyout, or license or both.
The reason I'm inclined to think its a buyout is bull point # 12 on page 20:
"Acquisition of OPEL by the successful acquirer to be completed in 2013 to cash out all OPEL shareholders (liquidity event)"
