Let me add that I also understand TECO's lack of credibility and how it can be hard to believe they can execute a plan after all the false starts and past bullchit PR's.  I don't mean to sound like a hypocrite because I have my days as well.  On the other hand;  my DD on Belize which includes talking to many about it for over 1.5 years now and knowing some who were on the ground;  I have a much different opinion about it's outcome than you do. Time will prove one of us right or wrong.  We should know soon enough!
