I'm not sure how a TECO PPS of .09 has anything to do with Gwyn?  The only time TECO closed in the .09's i.e. .098 was on 1/31/2012 after the Belize announcement and IMO it had nothing to do with Gwyn.  The timeframe from April, 2011 to January, 30, 2012 the PPS never hit .09.  Look at the historical chart below and/or reference the whole chart on Ihub.
