Here is the actual article that Belize Oilwatch scanned and posted on IHub.  No mention of Treaty in there.  US Capital, and San Juan #3, but also notice that the date was June 12th, which is more than a week ago.  Also the timing was interesting as the spike occurred just about the same time that he posted it.  Coincidence???  Tinfoil hat on!
