Easy to explain....
When the tank was measured it wasn't Kolor Koted.
So when the level of the tank was reported to the TRRC the number reported mistakenly included the water in the tank. When they came to pick up the load, it was rejected because of water. Then the process of water removal was done and the correct number was reported. Simple as that. No missing oil.
