IMO buying during last 1/2 hour of trading might work for some but what if news came out and the PPS went up half a penny?  On the other hand it depends of the type of news.  I doubt we get a material event out of TECO early this week.  Maybe later in the week?  IMO announcement of 10K filing will still allow plenty of time to buy low sell high since the 10K is ancient news.  The only PR I fear of skyrocketing the PPS to historical highs is Belize SJ no. 3.  Daily volume is still very low so the market obviously isn't expecting much.  Might be safe to wait for end of the day to buy all this week and into next.  Might pay more than .02 but maybe it's lowered.  If I'm expecting .25 by September then maybe I should sell my cars and all my personal possessions to buy as many .02s as possible.  Then again;  maybe I'm full of chit and .25 is another year away?   Charts say uptrend in progress so add that into the mix and .02's might be a good buy.  It's the Wild Wild West and I'm TECO bi-polar to begin with! LOL!
