Well, take a look at the financial requirements and compare them to those in the QB.  Then you'll see why the QB allows over 3,000 companies and the QX is less than 400.  The volume of $$ traded is nearly the same, and that is partly due to the fact that being on that level validates the financial well-being of the company to a degree.  Believe me a lot of PINK and QB stocks would love to have a 10K like IC Places will boast next year.
