If you look at the trades today;

At the market open 200 shares were offered at $8 as evidence by Joe's post at the open. Only 100 shares were filled at the $8 offer and the remaining 100 were then shown as a $8 bid. The offer was then moved to $25, also evidenced by Joe's post. Later in the day a second bid at $9 emerged. It seems the market maker should have been required to fill the entire 200 share bid at $8 that appears to have been made at the open.
