There's another way, but it always raises concerns - a small RS would, I believe, force a full accounting of shares.  Buybacks are also limited volume wise to NMT 25% of the prior four weeks average daily volume, or one large aggregate buy of the same magnitude.  But don't take this as gospel.  $TECO
