Just as quick as that. Shares are offered at $14.00. Is that someone willing to short at $14.00 or is that someone who has been holding and with only 9 days before the meeting has offered to sell. I see it's an odd number trying to make you think it's someone who is making a mistake. It is easier to buy at $14.00 then $25.00 but don't expect them to give up.
