Koos is in a very sensitive spot right now at this stage of the game and that includes a lot of butt kissing so-to-speak. Now that he must know where he stands with the FDA (theoretically anyway. There is a lot of crap going on within the agency, including heightened scrutiny due to failure on the part of the FDA dating back years, so who in the hell knows really) Koos, BMSN, et al, are better equipped to provide all that will be required so that they can begin. It only takes one minor flub to set them back to square one. Tis not fair but that's our government for you.
