I guess thats because the API terminal does not have ship loading cranes-

if draft wasnt a problem,it would seem there was more room for ore storage at API terminal than the EIT- API passage seems to be limited to ca 12 meter draft vs 14.5 meters for EIT

and early on, another place other than EIT was suggested as an alternative site for ore storage
