I can't say I have read every word of what is posted on Oculus, but I cannot find anything that says the entire area must be documented before salvage begins. Below in what you posted that was hand written says "...and recovering three for state review.  Once state ok's then will proceed with salvage permit."  It is very clear that the historical perspective of this needs to be documented properly.

I do see that there is a lot about the procedure for what happens when you find different types of objects, such as ship frame, cannons, artifacts, encrusted objects...and timeframes that you have to notify the state, how you properly document them and what stays on the bottom and what doesn't.  That does appear time consuming, however, I don't see where it says anything about document the entire area and then begin salvage.
