Actually there are 3 phases. D&I is phase 2. They do not need to uncover everything and get enough info to ID the ship to proceed to phase 3, salvaging. They simply need to pull up a piece of artifact to show to the state to prove it is a shipwreck of some value. Then they proceed to phase 3. At that point, yes they will carefully be excavating in order to preserve artifacts as best as possible. But we'll see for sure as we go along.
