Both, this permit covers the dig & identify phase & salvage phase, but they cannot go into the salvage without completing the dig & identify phase. There will be paperwork involved to go from one phase to another, although not so time consuming as this current permit approval process is/was, and I think they can continue their work in the transition period when that paperwork is required...
