PAC is firmly entrenched, and known by the industry.  If companies are hesitent to throw MORE money at the mercury issue by totally doing away with their PAC systems that they have invested in, then according to the posted study results on the Global website, they could blend in the MBS, with their PAC, and reach acceptable levels.  Flexibility in marketing MBS so it is not an "all or none" proposition could make it easier for some of these cement companies to come on board, and add MBS.  I am sure that J3 is doing what they need to do to market properly.  I am sure Jim is providing incentives to his staff too.
