I don't want to get into a debate but certification is not needed for a PR nor is it reliable. The Madeley and leases were started late 2011 I believe and the PR was most likely sometime in early 2012...

It's old news anyway you look at it and what as occurred since then is know and the PPS reflects the failings of the situation.
