Extremely flawed and misleading.   I have heard that the manuals are anywhere from 50 - 95% complete, back and forth and in 10 different fashions.   Regardless of the quote and who thinks they know more than the next person, since we all at one point or another call into HQ, I would tend to believe Eye's interpretation the most.   I have to believe that these are in there final days of completion.  The FAA I am sure want to keep to the schedule.  and heck, changes will still be made after the fact....
