If we're going to put the words under the microscope, why is it phrased that "the LABORATORY" wants them to supply more samples?

Did the pizza delivery boy put hot pizzas down on the first batch of samples, ruining them?

Did Gov and her organized crime friends break in and steal the samples so they could do their own analysis?

Were the results so amazing that they want to make sure there was no error?

Or, on the flip side, were the results so BAD they wanted to make sure they didn't screw up the tests?
