I believe in this case it is tha Market Makers as i had made a trade that never posted in the time and sales I also feel that is the case where i got the return call from finra with more questions about it when people are shorting they are placing a bet that the stock will drop and thats how they make their money shorting but when that is the case the trades still show.  The fact that Finra called me back makes me Believe they are seeing something with the MM's normally you may get an email at most or have to follow up with them this is the first call back after speaking with them I have ever gotten.
