That's the way stocks trading. You have a bid and ask. Buyers that are bidding in the .016s are waiting for sellers to hit them. Sellers who have their shares up on the ask in the .017s are waiting for buyers to hit them there. So when the bid and ask are .016s x .017s, that's the trading you'll see. Nothing unusual about that.
