Junebug you are right, that statement may eliminate that region.  What I can tell you is that in Brazil alone there are numerous dams and reservoirs that could keep HIMR busy for years.  But there is also Argentina, Chile, Bolivia, Venezuela, and more.  In fact, South America is doing more dam construction than any other part of the World --- Even China
