The guy doesn't realize he doesn't have his initial shares because they are not in a brokerage account...That's the type of person that man is. He doesn't get that his restricted shares are a number on a piece of paper till he can register to sell them and transfer them to a brokerage account. JC is not a very savvy thinker.
