The Mineral Park copper mine is approx 2 1/2 miles east of SIRG's mine. They are the ones who got fined $1.3M for operating without proper permits.

This is a picture of them blasting at their mine and you can see the town of Chloride in the distance at the top. And the Chloride citizens blamed SIRG's mine for dust pollution! Knowing they blast to loosen ore I assumed that SIRG would be doing the same.
