Well... in that example... unless you conspired is some way to perpetrate the illegal [firing]... and I typed exactly what you told me to type in the PR... then I would tend to agree with you.  However, if you in any way took part in discussions (i.e. conspired) on how to achieve the end goal, and/or drafted the PR with known false facts ... then I think you are culpable to some degree.
