I think you might be right on new investors; the IND application notification has made its way into various medical & pharma sites. Several of these sites are about 3-4 weeks behind the trading sites.

There is a lot of interest in BMSN's applications within the stem cell research & pharma sector. After all, they are working on some fantastic stuff.
