Yes Junebug, I believe I do understand your question, and I feel you are right on.  In fact, I would go further.  Each event you listed should actually accelerate the process --- much like adding fuel to an already blazing fire.  The granting of concessions leads to funding, which leads to contracts and orders, which requires equipment, which increases the need for NorthCal to maintain or improve its relationship with HIMR.  A sort of domino effect that will all unfold in the remaining months of this year.  From there, who knows what will unfold.
