That makes sense to me. My definition of an MOU is a document that describes or provides a framework for a potential agreement between 2 or more parties. This MOU can be used to provide a successful framework for future undertakings between 2 or more parties. Your description is much more detailed and I believe that is what himr and NorthCal are doing.
