If they are smart they are already buying big blocks of shares.  maybe that is what Jason was talking about when he told Kgem that investors don't understand the float.  Maybe he knows how many shares North Cal and its employees own and that accounts for a billion or so shares.  If HIMR and North Cal are in bed together than I don't think you could really consider shares owned by North Cal and its employees as part of the float, although legally speaking they would be.
