Politicians don't necessarily care about us, but they do listen to deep pocketed Hedge Funds who send their lobbyists into DC.  The hedge funds are starting to gamble on preferred's, which means they have an invested interest in pressuring the government.  They likely are silently loading the common's as well, as the risk at these lower levels will be worth the potential payout if privatization is realized.
