Honestly PH3 is not a big deal to me. Its a bit of a strawman. And a medium to long term goal for the company. If the studies are all completed and the company goes silent for months then I would be concerned over the results. But I am not really worried about the tech working either.

If they think Novel is going to happen then no need to partner. Its all very dynamic.

Remember that PH3 may only be once a day Oxycontin. Think about Hydromorphone. Company already has the generic. The trials required is a bit of a grey area right now.
