buccaneer1961...yes I agree with you.  This next work is for phase 2 dig and identify.  I don't know how the permitting works though, but I would think if the state is going to let you into phase 2 and you find something, that you would pretty much just have to let them know what you have found and they will put you into phase 3.  I am sure there is some paperwork that will have to be filed first and then the state will want to take their time reviewing it before you are allowed to bring it up.  Maybe someone else could help us with what happens after you find items in phase 2.
