Wonderful thoughts Junebug, but the EPA is not business oriented, and our current Administration has fewer people with business experience than any other Administration in the history of the United States (10% at most at the highest point).  Is it any wonder they cannot do a budget?  And, when they do finally get around to doing a budget (after more than four years), their budget does not balance.  In fact, we will be even further in debt.  So don't hold your breath waiting for rules and regulations from the federal government to get easier.  Individual states may do their best to make this industry viable, but not the federal government.
