Speaking of Rock Tenn I was just looking at Google's Satellite Photos of The Jacksonville Plant. There may be monofills there but any monofill is most likely to be covered with dirt.??

What I did notice is that Facility has a Coal Fired Power Generating Station. You can see the Coal Pit, Smoke Stack and power plant in the images.

By Connecting the dots, one might hypothisize that they may be planning on using  a combination of Nat Gas and P2O to replace the Coal they currently use at that facility.
