It's definitely the bureaucrats at fault by doing things according to the "rules". Any scientist or doctor at the FDA would realize that the CCR5 blocking is causing the sequence of events that lead to an increase in PD-L1 and a PD-L1 inhibitor is just stripping away protection of the tumor cells. Without a CCR5 blocker the tumor remains cold and ICIs are useless.
