Yes, there are two parties, the seller and the buyer. Sometimes the buyer may be the Market Maker accumulating shares, but at this point in time I doubt it. The Market Makers will be buying like crazy after the merger, that is how they make their companies money and earn their year end bonuses. Univec has no money to buy back shares at this point and OTC Markets doesn't buy shares.
